US Imposes Sanctions on 35 Entities and Tankers Linked to Iranian Oil Transport
On December 3, 2024, the United States levied sanctions against 35 entities and vessels implicated in the transportation of Iranian oil and its byproducts to international markets. This decisive action follows Iran's aggressive actions against Israel on October 1 and subsequent announcements regarding the escalation of its nuclear ambitions. The primary aim of these sanctions is to disrupt Iran's nuclear program, hinder advancements in drone and missile technology, and limit funding for terrorist proxies by curtailing oil sales. Among those sanctioned are 18 tankers alleged to have transported millions of barrels of Iranian oil. In addition to these vessels, numerous entities responsible for their operation and management, as well as those facilitating the sale of Iranian oil, have also been included in the sanctions. Notable tankers such as the 'Rioo Napo' and 'Lara II,' managed by India-based Vision Ship Management LLP (which is also sanctioned), have been highlighted. The RIO NAPO has previously delivered Iranian naphtha to the UAE. Another tanker, 'Tonil,' notorious for bypassing previous sanctions to transport significant quantities of Iranian oil, is owned and managed by the sanctioned Ukrainian Lightship Management Ltd. Furthermore, the Indian Tightship Shipping Management (OPC) Private Ltd., which is also under sanction, has been recognized for its involvement in managing the vessel.
Four Tankers Deflagged Amid Allegations of Sanction Violations
In a significant enforcement action, the tankers 'Giessel', 'Ekaterina', 'Lerax', and 'Amfitriti' have had their flags revoked following a thorough investigation into claims that they illicitly transported Iranian oil, contravening strict U.S. sanctions. These vessels reportedly made clandestine trips to Iranian waters in 2020, during which they collectively acquired millions of barrels of oil. This operation involved a sophisticated network of Iranian and foreign ships, employing tactics to manipulate tracking data to obscure their illegal activities. The vessels were operating under the flag of St. Kitts & Nevis, a Caribbean nation, which has now opted to no longer permit these tankers to fly its flag. The St. Kitts & Nevis International Ship Registry stated, “We take violations of imposed sanctions very seriously and are committed to swiftly addressing any infringements involving vessels under our flag.” Notably, the 'Giessel' was de-flagged on August 4th following media reports linking it to an Iranian port visit. The registry confirmed that the other three ships have also been stripped of their registration. According to public documents from the International Maritime Organization (IMO), the four tankers are now classified with an 'unknown' nationality, a change that poses challenges to their operational capabilities in the immediate future. The ownership of these vessels is traced through a complex network of various companies, with three tankers managed by Floretta Ship Management based in India, while the fourth is associated with Ravel Ship Management, another Indian firm. As the situation unfolds, the implications of these deflagging actions could significantly impact the tankers' ability to navigate international waters.
Front Hakata Successfully Towed to Zhoushan Port
The tanker 'Front Hakata' has been towed since August 20, making its way towards the Zhoushan-Ningbo area with an estimated arrival date of August 30. The offshore tug 'Akatsuki' (IMO: 9728966) has been escorting the vessel, which has been traveling in a west-southwest direction at a speed of approximately 4-6 knots. The ship finally reached Zhoushan on September 10 at 2:50 a.m. After a brief stay, 'Front Hakata' departed again on October 16 at 8:50 a.m., heading towards Singapore with an expected arrival date of October 27.
