Epress M Detained in Sines Due to Multiple Safety Deficiencies

On December 21, 2024, the 'Epress M' faced significant regulatory challenges as it was detained in Sines, Portugal, due to a staggering 25 deficiencies identified during an inspection. Thirteen of these deficiencies were categorized as serious enough to warrant the vessel's detention. Key issues included the absence of crucial certifications, such as the Minimum Safe Manning Document and the Ballast Water Management Certificate, alongside an invalid Maritime Labour Certificate. Additionally, the vessel's load line documentation was found incomplete. Concerns regarding the safety of navigation were also raised, with outdated nautical charts and publications, a missing voyage or passage plan, and an inoperative gyro compass. Fire safety equipment and ventilation systems were deemed insufficiently maintained, while sanitary facilities fell short of necessary labour conditions and radio communication capabilities were inadequate for receiving marine safety information. Furthermore, the vessel's ISM certificate did not meet required standards. After nearly a month, the 'Epress M' was released from detention on January 16, 2025, but has remained stationary in port since its liberation.

This vessel, which was carrying an impressive cargo of 5,700 live animals, including 4,000 lambs and 1,700 calves, docked on the evening of April 20, 2018, with plans to depart shortly thereafter. After the necessary corrections were made to the documentation, 'Atlantic M' was permitted to set sail on April 25 at 11:50 a.m., heading towards Al Khums, with an estimated time of arrival set for April 28. The animal welfare group Tarragona Animal Save has raised alarms regarding the living conditions of the confined animals during the delay, citing concerns of distress and inadequate treatment. Reports have also come from crew members of nearby vessels who noted a strong odor emanating from the cargo hold. In response, the management of Euromarco, the shipping company responsible for overseeing the operation, has refuted claims regarding harsh conditions for the animals during their extended stay in port.
