Global Crest Fined Rs.15 Million for Illegal Oil Discharge in Sri Lankan Waters

The Maritime Environment Protection Authority (MEPA) has imposed a hefty fine of Rs.15 million on the oil tanker 'Global Crest' following an illegal oil discharge incident that occurred on January 26, 2024. The vessel was on its way from Kelang to the United Arab Emirates when it released oil into the Sri Lankan maritime zone, resulting in significant environmental concerns. On February 4, analysts from the CLS Institute in France utilized satellite technology to confirm the illegal discharge, which created an oil slick spanning 11.25 kilometers over an area of approximately one square kilometer. Following these findings, MEPA officials traced the tanker’s route and confirmed it was en route to the outer port of Colombo. Acting swiftly, MEPA contacted the Sri Lankan representative of 'Global Crest' to facilitate an inspection. On the evening of February 6, a specialized team from MEPA conducted an inspection of the tanker while it was anchored about 11 nautical miles from Colombo, confirming the illegal discharge. Consequently, MEPA issued a Detention Order for the vessel and informed relevant agencies including the Merchant Marine Secretariat, Sri Lanka Navy, and the Sri Lanka Department of Coast Conservation. According to the Prevention of Marine Pollution Act No. 35 of 2008, MEPA possesses the authority to impose fines up to Rs.15 million for such violations. The 'Global Crest' was ordered to pay the fine and cover the costs incurred by MEPA during the inspection. Following the payment on February 9, the vessel was released from detention. This case marked a significant first for Sri Lanka, harnessing satellite technology from CLS to hold an oil tanker flagged from the UAE accountable for pollution in its territorial waters. A partnership with CLS was established in September to enhance monitoring of Sri Lanka’s maritime zones.
