Horizon II Detained for Violating Libyan No Sail Zone

On August 8, 2021, the vessel 'Horizon II', which was on its way from the Suez Canal to Misurata, was intercepted by a patrol boat belonging to the Libyan National Army (LNA). The interception took place approximately 13 nautical miles northwest of Ras Al Hilal. The Horizon II was subsequently escorted to the anchorage at Ras Al Hilal on August 11, 2021, at 12:45 AM for necessary administrative procedures. The detention arose due to the vessel's violation of the LNA's established 'No Sail Zone'.

On April 22, 2020, a security incident unfolded aboard the bulk carrier 'Horizon II' as it journeyed from Singapore to Vietnam. At approximately 11:10 p.m., the vessel was approached by two intruders in the vicinity of position 01 15 11N, 104 04 49E, about 2.9 nautical miles north of Pulau Nongsa, Indonesia. One of the attackers was reportedly armed with a knife, raising serious concerns for the crew's safety. In response to this alarming situation, the general alarm was activated, and crew members were swiftly mustered on the bridge. The vessel's master promptly informed the Singapore Vessel Traffic Information System (VTIS), which triggered a safety navigational broadcast to alert nearby vessels to the threat. The Republic of Singapore Navy's Maritime Security Task Force (MSTF), Singapore Police Coast Guard (PCG), and relevant Indonesian authorities were also alerted to the situation. The master of the Horizon II made the decision to reroute the vessel back to Singapore, seeking immediate assistance for a search operation onboard. The MSTF dispatched the naval vessel RSS 'Justice' to escort the bulk carrier safely back to port. Upon arrival in Singapore, police coast guard officers boarded the ship and conducted a thorough search, but the suspects were not found. Fortunately, all crew members remained unharmed, and no thefts were reported from this distressing encounter.
