Vessel Detained in Portsmouth for Safety Violations and ISM Code Failures
In May 2012, a maritime vessel faced a three-day detention in Portsmouth, primarily due to serious operational deficiencies. The Maritime and Coastguard Agency (MCA) identified crucial safety concerns, including non-operable bilge valves that could not be remotely controlled from the safety center. Furthermore, the emergency generator failed to activate both automatically and manually, highlighting a significant lack of compliance with the International Safety Management (ISM) Code aboard the vessel. Additional issues included the presence of oily substances in the engine room's machinery spaces, which created hazardous conditions on deck. The hull exhibited signs of corrosion near both the wastewater and sewage tanks, and watertight door No. 2 was unable to close properly. Fire safety measures were noticeably inadequate, with several fire screen doors obstructed or unable to close, while one laundry fire door was found damaged and another had only temporary repairs. Navigation systems were also compromised, as the bridge wings' gyro compass repeaters displayed incorrect readings, and the vessel's GPS position on the Electronic Chart Display and Information System (ECDIS) could not be confirmed with the onboard GPS equipment. Additionally, the Fire Control Plans lacked proper documentation regarding gasoline storage on Deck 7, and cabin fire door B15 had ventilation grills installed, further complicating safety protocols. The vessel was cleared for operation and released from detention on 13 May, following remedial actions to address these critical safety violations.
