US Targets 14 Sovcomflot Tankers for Price Cap Violations
In a significant move, the United States has targeted 14 tankers operated by the Russian shipping giant Sovcomflot, including prominent vessels such as the 'Anatoly Kolodkin', 'NS Antarctic', 'NS Lion', 'NS Consul', 'NS Burgas', 'NS Captain', 'NS Columbus', 'Sakhalin Island', 'Nevskiy Prospect', 'Georgy Maslov', 'Liteyny Prospect', 'Krymsk', 'NS Creation', and 'NS Bravo'. This action gives Sovcomflot a 45-day window to offload oil and other cargos while under scrutiny for breaching the crude oil price cap established in December 2022. These vessels have been under investigation due to their involvement in clandestine oil transfer operations, including Ship-to-Ship (STS) transfers and the manipulation of Automatic Identification Systems (AIS), signaling potential evasive maneuvers in the context of escalating sanctions from Western nations. The Office of Foreign Assets Control (OFAC) has identified these tankers as integral to Sovcomflot’s operations, particularly those managed by Oil Tankers SCF Management FZCO, which has acquired parts of the Sovcomflot fleet following international sanctions that forced the company to sell or divest assets. Sovcomflot first appeared on international sanctions lists in 2022 due to implications surrounding its financial dealings, particularly concerning long-term debt and equity transactions. Despite the recent sanctions targeting these 14 vessels, OFAC has clarified that the majority of Sovcomflot's fleet, comprising 147 ships, remains available for operation without restrictions concerning transactions. Traders are permitted to continue using these vessels, implying a calculated approach by the US to limit the revenue streams to Russia without destabilizing global oil markets. Notably, the price cap mechanism aims to restrict the revenues generated from Russian oil sales by enforcing a discount relative to benchmark prices. Recent figures indicate that in January 2023, Russia sold its crude at approximately $19 below the Brent benchmark, representing a 25% loss in potential revenue. In light of rising military expenditures in Russia, reportedly up by 60%, critics are questioning the effectiveness of current sanctions, citing insufficient monitoring and enforcement capabilities. Since December 2023, records show that 196 tankers associated with clandestine operations have departed from Russian ports. Furthermore, the emergence of five new shipping companies based in the United Arab Emirates has facilitated the movement of Russian crude since November 2023. This dynamic reflects the ongoing challenges faced by Western sanctions, as the US Treasury continues to impose restrictions, having sanctioned 27 oil entities for similar violations since the implementation of the price cap.
NS Captain Joins Other Storage Tankers at Big Port St. Petersburg
On May 14, the NS Captain, a storage tanker boasting a capacity of 57,200 tonnes and flying the Liberian flag, was successfully anchored at location 5A near Kronshtadt in Big Port St. Petersburg. The operation, carried out by the tugboats Evgeny Kocheshkov, Leonid Bochkov, and Petergof from Port Fleet CJSC, marks the addition of a third storage tanker in this strategic location. The off-harbor transshipment complex for the NS Captain is managed by In-Transit CJSC. Prior to this, two other storage tankers, the NS Burgas and Hrvatska, operated by Infotech Baltica CJSC, had also been positioned at the same anchorage, further enhancing the port's capacity.
