Captain and Chief Engineer Face Charges Following Brisbane River Oil Spill

In a recent incident, the master and chief engineer of the vessel 'GL Lan Xiu' have been charged in connection with a significant oil spill that affected the Brisbane River. Captain Cecillio Balagatas and chief engineer Marlon Arceo will remain in Australia while they fulfill the conditions of their bail, which requires each to pay $20,000. The charges stem from an alleged breach of the Transport Operations (Marine Pollution) Act 1995, concerning a single count of discharging oil into the water. The duo appeared at the Brisbane Magistrates Court on January 24, 2012, where they successfully secured bail. On January 23, while preparing for their journey from Brisbane to Japan with the 'GL Lan Xiu', which was also transporting 2000 head of livestock, the spill occurred during the refuelling process, releasing between five and ten tonnes of oil into the river in under two minutes. The ship's owner, Glocal Hong Kong, has also been implicated, facing equivalent charges related to this event, which appears to have been the result of an accidental error. After fulfilling the necessary bail conditions, Balagatas and Arceo are likely to depart on the 'GL Lan Xiu' once it is released from detention by Maritime Safety Queensland later this week. The case is set to be revisited on April 5, with neither Balagatas nor Arceo expected to be present in court on that date.

GL Lan Xiu Fuel Spill Disrupts Brisbane River Operations

A recent refueling mishap involving the livestock carrier GL Lan Xiu has led to a significant oil spill in the Brisbane River. The incident occurred at approximately 6:45 AM (AEST) on Monday, as the ship was being refueled by the vessel Valliant III at Hamilton Number 4 Wharf. Maritime Safety Queensland (MSQ) reported that about five tonnes of fuel oil was released into the river during the operation. The GL Lan Xiu was scheduled to load approximately 2,000 head of cattle, which are currently waiting onshore due to the incident. Jim Huggett, acting general manager of MSQ, emphasized that the cleanup efforts are already in motion. 'We have deployed oil skimmers and positioned containment booms around the vessel, alongside additional measures implemented by the Port of Brisbane,' Mr. Huggett stated.
