Norway has taken significant steps to penalize Russian fishing vessels amidst growing concerns about state-sponsored surveillance activities in the Barents and Norwegian Seas. The 'Kapitan Sokolov' is one such vessel that has been sanctioned, suspected of operating in alignment with the activities of spy trawlers from the Soviet era. The backdrop of these sanctions stems from escalating tensions related to the ongoing war in Ukraine, leading European and Nordic leaders to scrutinize these fishing fleets. In May 2025, the European Union placed sanctions on two Russian fishing companies, Norebo JSC and Murman Seafood, citing their involvement in a state-run espionage initiative targeting critical underwater infrastructure in Europe. This initiative allegedly supports operations that could enable future sabotage. Just two months later, on July 1, 2025, Norway aligned its stance with the EU, officially sanctioning both companies. The Norwegian government underscored that these operations pose significant risks to national security interests. The sanctions restrict access to Norwegian ports for vessels associated with Norebo and Murman, which predominantly constitute the Russian fishing presence in the region. Moreover, these firms are now prohibited from obtaining fishing licenses within Norway's Exclusive Economic Zone (EEZ). Norebo, controlled by an oligarch closely connected to Vladimir Putin, has vehemently denied the allegations, labeling them as unfounded. In retaliation, on July 29, Russia's foreign ministry summoned the Norwegian ambassador to express its objections to these 'illegal restrictive measures.' The diplomatic letter emphasized a bilateral fishing treaty established in 1976, which ensures joint management of fish stocks in the Barents and Norwegian Seas, warning that the sanctions could jeopardize this long-standing agreement.
