On October 28, 2023, the tanker "Kuthan" was detained in Rouen after entering port, in connection with an incident involving a yacht that allegedly sank following a collision. This event took place on July 21, 2012, in the Mediterranean Sea. The seizure was enacted on October 29 at the request of the yacht's occupants. The Qatari shipping company overseeing the "Kuthan" managed to have the detention lifted by providing necessary financial guarantees, allowing the vessel to depart for Ijmuiden on October 30. Previously, the "Kuthan" had arrived in Rouen from Constanta, Romania, and a few days later, on Tuesday, was cleared to set sail for Rotterdam, Netherlands, after fulfilling its port obligations. The initial collision incident occurred at night when the 11-meter-long yacht "Ar Gwen" was navigating near the French Mediterranean coast. One of the occupants, Jean-Luc Jancel, described witnessing a dark silhouette approach at high speed, claiming the tanker was operating without lights. He reported that the impact destroyed the yacht's wooden mast and damaged part of its cabin. The occupants sent out an SOS distress signal, and the Navy's helicopter later rescued them before their yacht sank. Authorities have since taken statements from the boaters, and the maritime police have initiated an investigation led by the prosecutor's office in Toulon.
