Metis Leader Detained in Melbourne Due to Crew Welfare Violations

In a significant intervention, officials from the International Transport Workers’ Federation (ITF) successfully prevented the 'Metis Leader' from evading scrutiny by Australian authorities in the Port of Melbourne. The vessel, which had delivered vehicles to Australia on October 19, 2020, was found to be in serious breach of crew welfare regulations. A thorough inspection revealed that several crew members had exceeded the allowable working period of 11 months established by the Maritime Labour Convention, with particular concern for vessels flagged to Panama and the 14-month limit set by Australian authorities. At the time of the vessel's detention, conditions on board included: • Five crew members nearing the 12-month mark; • Two crew members who had worked for 14 months; • Three crew members, including the captain, who had exceeded 15 months at sea. Attempts by the ship owner’s agents, World Marine Company and WSS Shipping Agencies, to obstruct ITF inspectors from boarding the vessel were thwarted. The agents attempted to cite Covid-19 concerns as a reason for denying access, yet ITF contracts enabled the inspectors to conduct welfare checks and ensure the crew's safety. The Australian Maritime Safety Authority detained the 'Metis Leader' at the request of the ITF, leading to the repatriation of five crew members back to the Philippines, including the ship's captain and several engineers. The vessel was permitted to depart only after the crew's safety was assured. Ultimately, the 'Metis Leader' set sail from Melbourne on October 21.
