UK Sanctions Target Russian Shadow Fleet to Curb Illicit Oil Trade

On November 25, 2023, the UK government announced a significant sanctions package against 30 vessels, including the notorious 'Mikati', which are part of the Russian Shadow Fleet involved in unlawful oil transportation. The sanctions also extend to two Russian insurance firms, which have facilitated these operations, aiming to disrupt Russia's funding for its ongoing military actions in Ukraine. Over the past year, these tankers have reportedly been responsible for transporting more than $4.3 billion worth of oil and its derivatives. With this latest round of measures, the UK now sanctions a total of 73 vessels in the Russian shadow fleet, marking the country as a leader in international efforts against this maritime underbelly. The UK government has called upon other nations to join its initiative, and thus far, 46 countries have pledged their support in combating the shadow fleet. These shadow fleet vessels are notorious for engaging in deceptive practices and are often poorly maintained, posing risks to safety on the high seas. By targeting these vessels and their insurers, the UK aims to enhance maritime safety and clear shipping lanes from hazardous traffic. The insurance companies, Alfastrakhovanie PLC and VSK, have faced sanctions that will cut them off from international markets and prohibit collaboration with these firms. As part of the sanctions, the affected vessels will be banned from entering UK ports, and UK authorities have the right to manage the movements of these ships, including detaining them if necessary. Furthermore, these vessels will not be listed on the UK Ship Register, leading to the termination of any existing registrations. Notably, they will also lose eligibility for price cap exemptions, even if involved in transactions that might otherwise qualify under the Oil Price Cap Exception.
