In a decisive move, New Zealand's government has reinforced its cabotage regulations, which mandate that coastal shipping services be conducted by vessels registered in the country and manned by local nationals. This action has garnered the support of the Maritime Union of New Zealand (MUN) and the International Transport Workers’ Federation (ITF). The issue arose when Holcim, a key player in the cement supply industry, sought an exemption from these cabotage laws. Since 2016, Holcim has operated the cement carrier 'Buffalo' (IMO: 9149201), but rising operational costs and an impending $4.6 million repair bill prompted them to sell the vessel to Swiss company NovaAlgoma. To manage its services, Holcim aimed to utilize the 'NACC Vega', a Panamanian-flagged ship with a foreign crew, which is a direct violation of New Zealand's cabotage regulations. These laws serve to govern domestic shipping by ensuring that vessels involved in inter-port activities are locally flagged and operated by native crews. New Zealand's Associate Minister of Transport has confirmed that exemptions to these laws are only granted for unique single voyages, rather than as a long-standing arrangement. The decision has been praised by unions such as MUN and ITF, which assert that allowing Holcim's proposal would have jeopardized local employment and set a concerning precedent for future maritime operations.
