Despite the cessation of oil export contracts by Western nations following the commencement of the Ukraine conflict, Russia's oil shipments remain resilient. Satellite imagery has revealed a stark inconsistency between the actual positions and the reported AIS locations of Russian oil tankers. For instance, on September 19, 2023, the tanker 'Turba' appeared to be just a few miles off the Greek shoreline, while the 'Simba' was reported to be 4.7 miles away. However, this data proved misleading, as both vessels were, in fact, docked closely together, with oil being transferred from 'Turba' directly onto 'Simba.' The oversight authorities had previously flagged the 'Turba' back in May 2023 due to discrepancies in ownership records and concerns regarding the vessel's condition. Over recent months, Russia has reportedly expanded its operations by developing a network of so-called 'shadow tankers.' Current estimates indicate that these vessels, including 'Turba', may be responsible for transporting at least half of Russia's oil exports. A technique known as 'spoofing' is frequently employed in international waters to obscure the genuine locations of oil shipments. During the loading process, a third, uninvolved ship transmits false location signals, allowing the actual carrier to turn off its own signal, thereby obfuscating the delivery's point of origin. With Western sanctions firmly in place, the southern coast of Greece has emerged as a vital conduit for Russian shipping activities, along with a strategically important Spanish exclave located off Morocco's coast. Local Greek authorities face limitations regarding the interception of such activities, as cargo operations occurring within six miles of the coast fall outside their jurisdiction. It's currently uncertain whether the Greek government is actively monitoring and analyzing the movements of vessels in this area.
