Russia Sends Oil Shipment to Syria Using Sanctioned Vessel 'Prosperity'

In a significant move amid ongoing sanctions, Russia has dispatched a diesel cargo aboard the 'Prosperity' to Syria, marking the first direct delivery to the Middle Eastern nation in over ten years. The ultimate destination of this shipment remains uncertain, but it arrives at a critical time for Russia, which operates two military bases in Syria: an airbase in Hmeimim and a naval base in Tartus. These bases are essential components of Russia’s military strategy in both the Middle East and Africa, particularly following the unexpected fall of Bashar al-Assad last year, which has cast doubt on Moscow's influence and control over these installations. The 'Prosperity', which previously flew the Gabonese flag as 'NS Pride', was loaded with approximately 37,000 tons of ultra-low sulfur diesel in Primorsk, Russia, on February 8. This vessel, which is managed by Fornax Ship Management based in Dubai, has since been spotted anchored near the Syrian port of Banias. Notably, Fornax is also on the list of entities sanctioned by the United States. On January 10, the United States sanctioned the 'Prosperity', adding it to a roster of around 180 vessels implicated in the exportation of Russian oil products since the onset of the war in Ukraine. Greenpeace Launches Protest Against Russian Shadow Tanker in Kattegat

In a bold environmental statement, Greenpeace has emblazoned the word "RISK" on the side of the Russian tanker 'Prosperiy' located in the Kattegat. This action highlights the significant environmental dangers posed by aging Russian shadow tankers, which comprise a fleet known to facilitate the funding of Vladimir Putin's war efforts in Ukraine through the transportation of Russian oil. The true ownership of the 'Prosperiy' remains a mystery, and while it faced U.S. sanctions on January 10, 2025, it is not included in the EU’s sanctions register. Greenpeace campaign manager, Sune Scheller, emphasized that sanctioning oil tankers has proven effective, stating, "We have seen that it has an effect when these oil tankers are placed on the EU’s sanctions list. In the short term, it is the most effective tool we have right now to eliminate this specific threat to our marine nature." Scheller advocates for the EU to expand its sanctions list to better address threats from the shadow fleet. To date, the EU has sanctioned only 79 ships linked to Russia’s aggression, 52 of which are oil tankers. Greenpeace estimates that 192 crude oil tankers are part of the shadow fleet. Research firm Windward reports that this shadow fleet includes over 1,200 tankers, with more than 1,000 currently under sanctions and averaging 21 years in age—eight years older than the global tanker average. This raises alarms regarding the potential for catastrophic environmental incidents. As the EU contemplates measures to intercept these shadow fleet vessels operating in and out of the Baltic Sea—where dozens traverse Danish waters carrying Russian oil—Denmark is prepared to implement stricter regulations against these outdated tankers. However, such measures may conflict with the UN Convention on the Law of the Sea, which upholds freedom of navigation. Additionally, the Danish Maritime Authority has announced it will begin conducting port state controls for high-risk tankers anchored off the Skagen coast.
