Working Conditions Aboard the Quinn

On June 10, 2024, the U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) took decisive action by sanctioning ten individuals, entities, and vessels, including two captains, for their involvement in the illegal transportation of sanctioned oil and other materials. This crackdown specifically targets operations linked to the Sa'id al-Jamal network, associated with financing for the Houthis. Among those sanctioned is the captain of the tanker 'Olympics' (IMO: 9212759), previously known as 'Lady Sofia', which has been implicated in the ongoing transport of cargo for the Sa'id al-Jamal network. According to OFAC reports, in mid-May, the tanker employed forged documentation that inaccurately claimed it was carrying Malaysian cargo from a Malaysian port at the end of April. Additionally, OFAC has put sanctions in place against the captain of 'La Pearl' (IMO: 9174660), also referred to as 'Elita'. This vessel, managed commercially by Saone Shipping Corporation—a company itself under sanction—has offloaded sanctioned cargo and is currently anchored off the coast of China after departing from Dongjiakou on June 2. Furthermore, the tanker 'Janet', which is traveling from Malacca to Singapore with an estimated time of arrival on June 18, and 'Bella 1' (IMO: 9230880), have also been sanctioned for their role in transporting banned cargo for the Concepto Screen SAL Offshore to Southeast Asia. The sanctions also extend to the registered owners of these tankers, Lainey Shipping Ltd. and Louis Marine Shipholding Enterprises S.A.
