Rouen Court Imposes Fine on Captain for Illegal Deballasting Incident

On April 2, 2021, the captain of the cargo ship 'Victoria Harbour' faced legal repercussions when a Rouen court ruled against him for illegally discharging 5,000 tonnes of ballast water into the Seine River back in 2018. This conviction stemmed from a March 15 decision after the captain was found guilty of conducting unballasting operations while docked in the port of Rouen. The incident took place on December 20, 2018, when the 'Victoria Harbour' was stationed at the port of Canteleu to take on a substantial load of 12,000 tonnes of wheat destined for Cuba. During a routine inspection by officials from the Ship Safety Center, the discharge was identified as a significant breach of environmental regulations. Following the discovery, the 48-year-old Chinese captain was taken into police custody, where he admitted to having loaded 9,000 tonnes of ballast water while at the Algiers port, subsequently releasing 5,000 tonnes into the Seine to maintain his vessel's stability during the cargo operation. Per the environmental code, such deballasting should occur at least 200 nautical miles away from any coastline and at depths exceeding 200 meters. Consequently, the Rouen court levied an 8,000 Euros fine against the captain for the environmental damages caused, in addition to requiring him to compensate 4,000 Euros to civil parties, namely France Nature Environnement and France Nature Environnement Normandy.

The seafarer had sustained a serious injury resulting in an amputated finger. Salvamento Marítimo's 'Salvamar Mimosa' swiftly responded, successfully transferring the injured individual from the vessel that was navigating from Sète to Casablanca. Once safely onboard, the medevaced crew member was transported to Cartagena, where an ambulance awaited to rush him to the hospital for further medical treatment.
