Russian Oil Transfers Detected in Gulf of Oman Amid Sanctions

Recent investigations reveal that sanctioned Russian oil is being transferred in the Gulf of Oman, with shipments headed for the Guru Gobind Singh Refinery in Punjab, part-owned by Mittal Energy. This operation involved four tankers flagged under sanctions: the 'Belgorod' (IMO: 9412359), 'Danshui' (IMO: 9589750), 'Dignity' (IMO: 9283241), and 'Primorye' (IMO: 9421960), all of which are listed under sanctions from the U.S. (OFAC), U.K. (OFSI), and the European Union. The tankers, having loaded their cargo in Murmansk, switched off their AIS transponders to evade detection as they approached the Gulf of Oman. The receiving vessel, the 'Samadha,' owned by Seychelles-registered Erika Freight Ltd, is linked to various dark fleet operations. The transshipment occurred approximately 40 nautical miles due east of Sohar, beyond Omani territorial waters. Interestingly, the 'Samadha' transmitted a false AIS signal indicating a circular route from India to Oman, falsely suggesting it did not come into contact with the sanctioned Russian vessels. This operation, which took place between July and September, is believed to carry a value of around $280 million. The 'Samadha' was sanctioned by the OFSI on October 15, 2025, following an earlier sanction from the EU on July 20; however, it has yet to face OFAC sanctions. Furthermore, sanctions databases previously connected the 'Samadha' to the NorthStandard P&I Association, though its current insurance situation remains unclear. This vessel has since discharged its cargo at Mundra, on the coast of Gujarat, which serves as the starting point for the significant 625-mile crude pipeline to the Guru Gobind Singh Refinery, a collaborative effort between Hindustan Petroleum Company and Mittal Energy Ltd. Notably, Lakshmi Mittal, the executive chairman of ArcelorMittal, is poised to relinquish his UK residency for tax reasons while maintaining substantial investments in steel and mining across the EU and the UK. Current AIS tracking has placed the 'Samadha' back near Russia's Kola Peninsula and en route to Murmansk.
