Malawi's Name Used as Cover for Russian Tanker Operations

The maritime world is witnessing a new twist in flag registration practices, with the Russian tanker previously known as the 'Suvorovsky Prospect' now sailing under the name 'Sierra.' This vessel has an extensive history, having served for 13 years with the Russian state-owned shipping behemoth, Sovcomflot. However, everything changed following Russia's military aggression in Ukraine. In December 2024, the EU labeled the 'Suvorovsky Prospect' as one of its sanctioned ships, placing it on a list that numbered 64 vessels in total. To evade these restrictions, the ship underwent a rename to 'Sierra' while transferring ownership to an undisclosed company based in Dubai. The ship's journey took a series of unexpected turns as it began a process known as 'flag hopping.' Initially registered in Liberia, 'Sierra' moved to Gabon, then to Barbados, and ultimately reached Malawi in June 2025, following a detour through São Tomé and Príncipe. The 'Boikiy' took measures to conceal its identity while traversing the English Channel on June 21, utilizing a false identification signal. The UK's Royal Navy has tracked the corvette on multiple occasions during its English Channel transits. Moreover, Denmark has recently identified another stateless tanker heading towards Russia, which misleadingly reported registration in Comoros while being shadowed into and out of the Baltic. EU Expands Sanctions Against Vessels Supporting Russia's Military

On December 16, 2024, during the Foreign Affairs Council meeting, the European Union unveiled its latest sanctions package, which now includes an additional 52 vessels, such as the 'Sierra'. These ships have been identified as key facilitators in supporting Russia’s military operations amid ongoing conflict. The designations focus on ships that are circumventing the West's oil price cap, involved in the delivery of arms, and transporting stolen grain. With this update, the total number of sanctioned vessels has reached 79. A significant portion of those vessels is linked to the transportation of Russian oil and military supplies. This sanctions package further seeks to penalize 54 individuals and 30 entities that are contributing to Russia’s aggressive military endeavors. Notably, the sanctions also cast a wide net, targeting entities and individuals from China and North Korea suspected of supplying critical dual-use materials to bolster Russia's military capabilities, including two prominent officials from North Korea and seven individuals and companies from China.
