Inquest Underway for Lifeboat Tragedy on Vehicle Carrier 'Tombarra'

Apr 29, 2014 13:15

An inquest into the tragic death of 23-year-old Filipino crew member Gerardo Tonogbanua aboard the vehicle carrier 'Tombarra' is shedding light on a fatal accident that occurred while the vessel was docked in Bristol. On February 7, 2011, Mr. Tonogbanua, who worked as an engineer, lost his life during a routine drill involving the lifeboat at the Royal Portbury Dock. During the April 28, 2014, inquest held at Flax Bourton Coroner's Court, it was revealed that the drill was designed to test the ship's lifeboat equipment, including winching the boat down the side of the ship. Unfortunately, as the lifeboat was being retrieved, a critical failure occurred when the boat's fall wire snapped, sending Mr. Tonogbanua and three colleagues plunging 29 meters into the frigid waters of the Severn Estuary. While the other crew members managed to survive the fall, Mr. Tonogbanua was pronounced dead later at the Bristol Royal Infirmary. Testimonies during the inquest included a statement from Paul Penardonda, a junior engineer who participated in the drill. He recounted how everything proceeded normally until he heard a distressing sound, likened to steel snapping, just before the lifeboat turned over violently. Following the fall, he lost consciousness and woke up in the water, struggling amidst the chaos as Mr. Tonogbanua fought to escape the ropes entangling him. A tugboat subsequently arrived, rescuing Mr. Tonogbanua and transporting him to the hospital. The jury heard insights from Howard Flegg, an inspector from the Department for Transport's Marine Accident Investigation Branch, who demonstrated the lifeboat winching process and the equipment involved. They also visited Royal Portbury Dock to examine a similar-sized car carrier ship, enhancing their understanding of the circumstances surrounding this tragic incident. The inquest was projected to last five days, as the jury seeks answers into this devastating event.
