On December 16, 2024, during a crucial Foreign Affairs Council meeting, the European Union unveiled its latest sanctions package, escalating pressures on Russia amid ongoing geopolitical conflicts. This update to the sanctions list includes 52 new vessels, prominently featuring the 'Zenith', all identified as contributors to Russia’s military operations. The sanctioned ships are largely implicated in schemes to circumvent the West's oil price cap, participate in arms transportation, and facilitate the movement of stolen grain. With this addition, the total number of vessels under EU sanctions has surged to 79, reflecting a robust response to threats posed by Russian oil transport and military supplies. Beyond maritime targets, the sanctions package also encompasses 54 individuals and 30 entities linked to supporting Russia's war efforts. Noteworthy targets include entities and individuals from China and North Korea, accused of providing dual-use materials crucial for enhancing Russia’s military capabilities. Among these sanctions are two senior officials from North Korea and seven individuals and companies from China. The overarching goal of these sanctions is to significantly raise operational costs for Russia by denying access to EU ports and restricting maritime services, thereby aiming to impair logistical capabilities within the ongoing conflict.
